Water Supply Planning and Modeling


West Sage staff has extensive experience working with various clients to assist in water supply planning and modeling of water supplies. West Sage staff has previous experience with various clients including water supply planning and modeling for small cities and larger governmental organizations. These projects included project management of various size teams to provide comprehensive water supply planning assistance to the client. Long-range planning and drought planning are two areas in which West Sage staff has extensive experience, as well as in reservoir and water supply optimization modeling. West Sage has experience in determining water supply demands for various uses. West Sage staff has expertise in evaluating how water rights and water administration affect water supply planning for clients.

 

Water Rights Evaluations   

                    
West Sage staff has extensive experience working with various clients to assist in water rights evaluations. West Sage staff has experience with historical consumptive use analyses, calling water rights analyses, diligence filings, and expert support and testimony in water court applications. West Sage has worked on water rights evaluations for a wide range of clients including municipal, agricultural, groundwater, instream flow uses, and others. West Sage also has experience with valuations of water rights and water rights transactions.


Surface Water and Groundwater Hydrology and Modeling          


West Sage staff has extensive experience working with various clients to assist in surface water and groundwater hydrology analyses and modeling. West Sage staff has experience with surface water hydrology and modeling including point flow models, flow measurements, and hydrological studies. West Sage has experience with groundwater hydrology and modeling, and determintations of how groundwater hydrology and lagging impacts plans for augmentation, recharge operations, and water rights evaluations.


Historical Consumptive Use Analyses


West Sage staff has extensive experience working with various clients to assist in assessing the historical consumptive use of parcels both to support water rights evaluations and water court change case proceedings. West Sage staff has experience with historical consumptive use analyses, calling water rights analyses, and analyses of lagged return flow obligations from historical consumptive uses. West Sage water is familiar with various common tools used in historical consumptive use analyses including StateCU and IDSCU models.


Augmentation and Recharge Plans


West Sage staff has extensive experience working with various clients to assist in preparation, operation and management of augmentation plans and recharge plans. West Sage staff has experience with surface water and groundwater analyses necessary to help clients with augmentation plan preparations, or to assist in the planning and optimization of recharge plans. West Sage has assisted various clients in filing water court applications for recharge plans and augmentation plans, as well as assisted clients in reviewing other applicants’ plans to assess concerns for clients' water rights.


Expert Support for Water Court Applications


West Sage staff has extensive experience working with various clients in support of water court applications. West Sage staff has also supported clients when opposing other applicants’ water court applications. West Sage staff has assisted clients in filing water court applications in various water divisions. West Sage staff has experience as an expert including testimony in water court proceedings and in front of the State Engineer. West Sage staff has worked on water court applications for a wide range of clients including municipal, recreational, and instream flow uses.


Hydrological and Watershed Studies


West Sage staff has extensive experience working with various clients to conduct hydrological studies for a wide range of watersheds. West Sage staff has experience with small basin watershed studies, as well as basin-wide hydrological studies. West Sage has worked on hydrological studies for a wide range of clients including state agencies, governmental entities, small recreational users, and private entities. West Sage staff has evaluated hydrological changes in watersheds based on climate change and other disturbance events. West Sage was the prime contractor for the South Platte Basin Implementation Plan Environmental and Recreational team which cooperatively prepared the South Platte Basin Implementation Plan included in Colorado's State Water Plan, which included work on various location specific hydrological studies.

 

Project Management


West Sage staff has extensive experience with the management of various projects including basin-wide hydrological studies, a state-wide multi-agency non-consumptive needs mapping project, and a portion of the South Platte Basin Implementation Plan, as part of the work on Colorado's Water Plan. West Sage staff has managed or assisted in the management of various water resources projects from small augmentation plans to municipal water supply and water rights portfolios. West Sage staff has assisted in the management of operations of clients of varying sizes to ensure clients are operating within water court decrees, other guidelines, as well as optimizing their water supplies. West Sage staff has extensive experience managing both small and large teams of engineers and other scientists, as well as other project support staff and operators, under strict budgets and deadlines. West Sage staff is adept at managing challenges and opportunites arising with collaborative projects.

 

Communication and Stakeholder Engagement


West Sage staff has experience presenting detailed technical information, non-technical information, and facilitating and participating in both public and closed committee and stakeholder meetings for a variety of entities including state agencies, governmental entities, basin roundtables, and private entities.
